What is a set of social services

The full list of persons to receive subsidies is determined by Federal Law No. 178, as well as by order of the Ministry of Health and social development RF No. 328 dated December 29, 2004.

What is included in the range of social services?

Where to apply for social assistance?

To a citizen to receive social payments, you must contact the UPFR at your place of registration. Payments to pensioners are assigned in the same Pension Department where other pension payments.

Incapacitated and minor citizens receive payments at the place of residence of their parents, guardians/guardians. If the parents of a minor do not live together, then you should contact the Pension Department at the place of residence of the parent with whom the child lives.

Refusal from a set of social services

How to receive monetary compensation

To refuse benefits, a pensioner should contact the territorial office of the Pension Fund (where the pensioner’s personal file is kept) with a written application ( application form below). You can also use the services of the Multifunctional Center.

It is enough to write an application once, which will be valid until the citizen submits a new application for a new decision.

Deadlines for submission and start of work of the document:

– if this deadline is violated, for example, the application was submitted on October 15, then it will come into force only in more than a year.

To register a waiver of a set of social services, you only need a passport of a citizen of the Russian Federation. An application form is issued to the Pension Fund branch, where it is necessary to indicate the citizen’s personal data and the desired volume of receiving services in kind.

Important! A certificate for a set of social services is issued for a certain period - from the moment of application until December 31 of the current year.

Benefits for pensioners, labor veterans and other categories

In accordance with Federal Law of August 22, 2004 Federal Law No. 122 “On the monetization of benefits”, benefits in in kind were replaced by monetary compensation. Such compensation came to be called monthly cash payment (MCP) and amounted to different categories recipients in various amounts ranging from 500 to 2000 rubles.

Appointment of the NSO: general procedure

A set of social services (SSS) is assigned to people with disabilities at the time of registration of a monthly cash payment (MAP). The basis for EDV payments and the submission of the NSO is a document confirming the assignment of a disability group to a citizen (extract from the ITU act).

For receiving EDV and the NSO, the disabled person should contact the Pension Fund at the place of registration. The deadline for applying for payment and social services is not earlier than the emergence of such a right, that is, not earlier than the assignment of a disability group in accordance with the ITU act.

In general, if there are appropriate grounds and in accordance with the documents provided, EDV is paid to a disabled person from the 1st day of the month following the month of application to the Pension Fund. During the same period, a disabled person has the right to receive NSS in kind:

  • compensation for the cost of medications in accordance with medical purposes;
  • right to free pass suburban railway transport;
  • discounted vouchers to sanatoriums (no more than once every 2 years).

Refusal of a disabled person from NSO

Disabled people who have registered for EDV in the general manner and are recipients of NSO in kind may refuse a set of social services in favor of receiving a cash payment. A citizen can renounce the NSO either completely or partially.

When complete failure EDV size will be increased by full monetary equivalent NSO ( in 2017 – 1,048.97 rubles/month.). If a disabled person refuses only one (two) components of the NSU, then the EDV for him will be increased in accordance with the cost of the social service for which the refusal was issued. At the same time, the retained social services will be provided to the disabled person in the general manner.

How to formalize a waiver of NSO

The basis for refusal to receive NSO in kind is an application drawn up and submitted by a disabled person to the Pension Fund of the Russian Federation at the place of residence. The procedure for refusing NSO consists of the following stages:

Stage-1. The disabled person fills out an application for refusal of NSO on an approved form (the form to fill out can be downloaded here). In the text of the document, in addition to personal data, the citizen indicates which services he refuses.

Stage-2. Before September 30 of the current year, a citizen submits to FIU statement about refusal from NSU. A disabled person can use the most convenient way to submit an application:

  • personally;
  • Russian Post;
  • in the form of an electronic application on the Pension Fund website (via “Personal Account”).

If a disabled child or an incapacitated citizen refuses the NSO, an application on his behalf is drawn up by a legal representative.

Stage-3 . Until the end of this year, PFR specialists will consolidate the information received from citizens, after which they will calculate the amount of payments to disabled people and other recipients of the EDV, taking into account the additional payment for refusing the NSO (maximum +1,408.97 rubles/month).

Stage-4 . From January 1 of the year following the year of filing the application, the provision of NSS to a disabled person in kind (in whole or in part) ceases. Also, from the beginning of the year, the citizen is paid EDV in an increased amount (taking into account the additional payment for the NSU).

Increase in EDV after abandonment of NSO

The procedure for increasing the EDV after a disabled person refuses the NSO depends on whether the citizen refused social services in whole or in part, as well as on the amount of EDV assigned to him in connection with the disability.

The current legislation does not have a clear definition of the concept of a set of social services. However, having studied the relevant legislative acts, we can conclude that this is social support for citizens included in the circle of recipients, expressed in the provision by the state of services specified in the law.

This kind of help is very important this moment, since it is provided less protected social strata of the population and includes a list of services that they especially need in everyday life.

The right to receive state social assistance in the form of a set of social services

The legislator identifies a list of categories of citizens who can receive social assistance in the form of a set of social services:

  1. disabled war veterans- these are the participants of the great Patriotic War who were injured during hostilities, persons equated by law to war invalids (military personnel who became disabled during the direct performance of military service duties in other periods, employees of the USSR security agencies who became disabled as a result of their performance official duties, members of destroyer battalions and platoons, people’s defense units that operated from 1944 to 1951; citizens who became disabled as a result of radiation accidents and disasters, as well as their children, if their disability is genetically related to radiation exposure of their parents);
  2. (WWII);
  3. combat veterans(a complete list of citizens included in this category is contained in Article 3 of Law No. 5-FZ "About Veterans");
  4. military personnel, who were on military service during the Second World War in military units, institutions and educational institutions that were not part of the active army at that time, for at least six months;
  5. persons who worked during the Second World War at military facilities;

  7. disabled people;
  8. disabled children.

Legislative regulation of the issue

Who is entitled to NSU and the conditions for receiving it?

As mentioned above, federal legislation stipulates who will be included in the list of beneficiaries. But the list of applicants for bonuses is not complete and can be supplemented at the regional level. In particular, many municipalities also include low-income people in preferential groups, that is, families whose total income, taking into account associated costs, does not reach the minimum wage level.

Besides, in mandatory benefits will be provided to the following groups of disabled people:

  • WWII participants who received injuries during wartime;
  • persons who were kept in concentration camps, which caused health problems;
  • law enforcement officers injured while on duty;
  • a child who received a disability certificate at birth;
  • citizens with 1st, 2nd and 3rd disability groups (regardless of the reasons for the illness).

Also to this list we need to add combat veterans and liquidators of the accident at the Chernobyl nuclear power plant. In addition, NSO for all groups of disabled people is provided subject to the following conditions:

  • presence of a certificate confirming a health disorder;

Important! Official employment of a person does not affect the possibility of receiving social benefits from the state.

What is included in the set and what is its cost?

Full list of benefits included in social package for all disabled people, as well as the conditions for their use, are established by municipal governments based on the financial capabilities of the local budget.

Thus, the social package for disabled people of group 3 (and others preferential categories) includes the following amounts of compensation:

  • purchase of medicines (811 rubles);
  • sanatorium treatment (125 rubles);
  • travel compensation (116 rubles);

In addition, we must not forget that all benefits are regularly indexed. Therefore, the amount of indexation payments may be additionally transferred.

Procedure for receipt and registration

In order to be able to become a recipient of benefits, you need to complete a number of mandatory actions and collect full package documents. It is important to remember that payments are updated annually, so citizens must submit a new application for accrual of assistance before October 1 of each calendar year.

After consideration of the application, benefits will begin to be provided on January 1.

If the grounds for receiving incentives arose in the middle of the reporting period, then benefits will be accrued from the next month after filing the application.

Procedure for providing NSO

In general, the procedure for providing a set of social services is regulated in the order of the Ministry of Health and Social Development of the Russian Federation dated December 29, 2004 No. 328 “On approval of the procedure for providing NSS to certain categories of citizens.”

The procedure for providing medicines, medical devices and special medical nutrition products for disabled children

In order to receive necessary medications, medical products and special medical nutrition products for disabled children must be contacted medical institution, entitled to provide primary health care. It happens that in some cases, and in particular when certain diseases, standard drug therapy is insufficient. Prescription medications must be filled at a pharmacy. Information about which pharmacy can dispense these medications is clarified by the doctor who issued the prescription.

The procedure for providing vouchers to SKL

SKL to a citizen who has the right to do so medical indications, is carried out by providing him with a voucher to sanatoriums located on the territory of the Russian Federation and included in the list of these organizations approved by the Ministry of Health.

The voucher is issued using the form No. 90n and to obtain it, citizens who have medical indications for SCL must first contact the medical institution at their place of residence to obtain a certificate in the form №070/у-04.

After receiving the certificate, the citizen at his place of residence, before December 1 of the current year, must write an application to the Social Insurance Fund (SIF) or social protection authorities with a request to issue him a voucher for SKL.

Next, the FSS or social protection authorities, no later than 10 days from the date of filing the application and providing a certificate in form No. 070/u-04, must inform the citizen about when the SCL can be provided and indicate the exact date arrival at the organization carrying out this treatment. The vouchers themselves are issued no later than 21 days before the date of arrival at the sanatorium-resort organization.

After the voucher has been received, citizens, before the start of its validity (but not earlier than 2 months) at the medical institution where the certificate for obtaining the voucher in form 070/u-04 was issued, must receive a sanatorium-resort card, which, together with They will present the voucher to the sanatorium-resort organization. For adults, the card is issued in the form 072/у-04, for children - 076/у-04.

Proof that a citizen received SCL is a tear-off voucher. The sanatorium-resort organization, no later than 30 days after the end of treatment, provides the citizen to the authorities that issued him the voucher. In addition, after completing treatment at the sanatorium, the citizen is given a return coupon health resort card, and he must also submit it no later than 30 days after the end of treatment to the authorities that issued him the voucher.

If you decide to refuse the SCL, then no later than 7 days before the start of the voucher validity, you must return it to the Social Insurance Fund or social security authorities.

Procedure for travel to and from the place of treatment

Travel to and from the place of treatment can be carried out by the following types transport:

  • Railway transport, except for branded trains and luxury cars;
  • Economy class of air transport;
  • Water transport;
  • Public road transport (buses, etc.).

In order to receive free travel to and from the place of treatment, a citizen must, at the time of receipt, sanatorium-resort voucher simultaneously receive a special train ticket from the Social Insurance Fund or social security authorities long distance or a personal direction to purchase air, car or aquatic view transport. If you need to get to the sanatorium by several types of transport, then a special coupon or personalized direction is issued for each of them.

Special certificates and personalized directions are issued to the citizen in 2 copies. The first copy is used while traveling to the place of treatment, and the second, respectively, while traveling home.

Free travel on suburban railway transport

This type of travel is carried out year-round, regardless of the number of trips and routes.

A citizen entitled to free travel on commuter trains is issued a free travel ticket, which is not transferable to other persons and cannot be exchanged. To obtain it, you must contact the Social Security Service or social security authorities.

A free ticket is invalid if there are no documents confirming the right to use it. Such documents can be: a certificate of disability, a certificate of a WWII participant, etc.
