In order to protect national security and national interests of the Russian Federation, to protect citizens of the Russian Federation from criminal and other illegal actions and in accordance with federal laws of December 30, 2006 N 281-FZ "On special economic measures and coercive measures" and of December 28 2010 N 390-FZ "On Safety" I decide:

1. State authorities of the Russian Federation, federal state bodies, local government bodies, legal entities formed in accordance with the legislation of the Russian Federation, organizations and individuals under the jurisdiction of the Russian Federation, in their activities, proceed from the fact that on the territory of the Russian Federation temporarily introduced:

a) prohibition or restriction of foreign economic transactions involving the import into the territory of the Russian Federation of certain types of goods, the country of origin of which is the Republic of Turkey, according to the list determined by the Government of the Russian Federation (except for goods imported for personal use to the extent permitted by the law of the Eurasian Economic Union);

Suspend from January 1, 2016 in accordance with Federal Law of July 15, 1995 N 101-FZ “On International Treaties of the Russian Federation” and paragraph 1 of Article 10 of the Agreement between the Government of the Russian Federation and the Government of the Turkish Republic on the conditions of mutual trips of citizens of the Russian Federation and citizens of the Republic of Turkey dated May 12, 2010, the validity of the said Agreement insofar as it relates to trips carried out by citizens of the Turkish Republic who are holders of general civil foreign passports, with the exception of citizens of the Turkish Republic who have a temporary residence permit or residence permit on the territory of the Russian Federation Federation, citizens of the Turkish Republic sent to work in diplomatic missions and consular offices of the Turkish Republic located on the territory of the Russian Federation, having valid service and special passports, and members of their families, citizens of the Turkish Republic who are crew members of aircraft of the Turkish Republic, citizens of the Turkish Republics traveling to the Russian Federation, holding valid service and special passports, subject to the adoption by the Turkish Republic, based on the principle of reciprocity, of similar measures in relation to citizens of the Russian Federation traveling to the Turkish Republic, holding valid service passports, as well as citizens of the Turkish Republic who are professional drivers engaged in international road transport, subject to the adoption by the Republic of Turkey, based on the principle of reciprocity, of similar measures in relation to citizens of the Russian Federation who are professional drivers engaged in international road transport.

3. The Ministry of Foreign Affairs of the Russian Federation, in accordance with the established procedure, sends a notification to the Republic of Turkey about the partial suspension of the Agreement referred to in paragraph 2 of this Decree.

5. To the Government of the Russian Federation:

c) determine a list of contracts concluded with organizations under the jurisdiction of the Turkish Republic for the supply of goods and contracts concluded with organizations under the jurisdiction of the Turkish Republic and with organizations controlled by citizens of the Turkish Republic and (or) organizations under the jurisdiction of the Turkish Republic Republic, for the supply of works (services), bearing in mind that the special economic measures provided for by this Decree are not applied to such goods, works (services);

d) take measures providing:

introducing a ban on charter air transportation between the Russian Federation and the Republic of Turkey;

strengthening control over the activities of Turkish road carriers on the territory of the Russian Federation in order to ensure security;

strengthening port control and control to ensure transport security of the waters of Russian seaports in the Azov-Black Sea basin, including preventing the illegal presence and movement of sea and other vessels in the waters of Russian seaports;

e) if necessary, make proposals to change the duration or nature of special economic and other measures provided for by this Decree.

6. This Decree comes into force on the date of its official publication and is valid until the special economic and other measures established by it are cancelled.

It was decided to introduce a number of special economic and other measures against Turkey.

The Russian government will determine a list of Turkish goods prohibited or restricted for import into Russia. An exception is goods imported for personal use to the extent permitted by EAEU law.

In addition, prohibitions and restrictions will be introduced for organizations under the jurisdiction of Turkey to perform (provide) certain types of work (services) on the territory of Russia (also according to the list determined by the Government of the Russian Federation).

For employers and customers of work (services), there is a ban on hiring, from 01/01/2016, employees from among Turkish citizens who are not in labor and (or) civil law relations with these persons as of 12/31/2015. An exception is employers and customers included in the list determined by the Government of the Russian Federation.

From 01/01/2016, the visa-free regime with Turkey is suspended (except for Turkish citizens who have a temporary residence permit or residence permit in Russia, as well as those sent to work in diplomatic missions and consular offices of Turkey in Russia, who have valid service and special passports, and members of their families).

b) determine the list of employers, customers of work (services), provided for in subparagraph “c” of paragraph 1 of this Decree;

c) determine the list of contracts concluded with organizations under the jurisdiction of the Republic of Turkey for the supply of goods (works, services), in respect of which the special economic measures provided for by this Decree are not applied;

d) take measures providing:

introducing a ban on charter air transportation between the Russian Federation and the Republic of Turkey;

strengthening control over the activities of Turkish road carriers on the territory of the Russian Federation in order to ensure security;

strengthening port control and control to ensure transport security of the waters of Russian seaports in the Azov-Black Sea basin, including preventing the illegal presence and movement of sea and other vessels in the waters of Russian seaports;

State authorities of the Russian Federation, federal state bodies, local government bodies, legal entities formed in accordance with the legislation of the Russian Federation, organizations and individuals under the jurisdiction of the Russian Federation, in their activities, proceed from the fact that from the date of entry into By force of this Decree, Russian airlines are temporarily prohibited from carrying out air transportation (including commercial) of citizens from the territory of the Russian Federation to the territory of the Arab Republic of Egypt, with the exception of cases of air transportation (including commercial) of citizens of the Russian Federation sent by government authorities of the Russian Federation and federal government agencies to the territory of the Arab Republic of Egypt for official purposes.

2. Recommend that tour operators and travel agents, for the duration of the ban established by this Decree, refrain from selling to citizens a tourism product that involves air transportation (including commercial) of citizens from the territory of the Russian Federation to the territory of the Arab Republic of Egypt.

3. To the Government of the Russian Federation:

take measures to ensure the return to the Russian Federation of citizens of the Russian Federation temporarily staying in the territory of the Arab Republic of Egypt, as well as their luggage;

ensure, in accordance with its competence, the implementation of other measures necessary for the implementation of this Decree.

4. The Ministry of Foreign Affairs of the Russian Federation, together with other interested federal executive authorities and organizations, ensure coordination of actions with the authorities of the Arab Republic of Egypt when resolving issues related to ensuring the safety of citizens of the Russian Federation and their return to the Russian Federation.

5. This Decree comes into force on the date of its signing and applies to legal relations that arose from November 6, 2015.
